H.R.2 - Agriculture and Nutrition Act: Stricter Work Requirements

The House Agriculture Committee released a draft of its 2018 farm bill. The farm bill is an omnibus, multiyear measure that governs a wide range of agricultural and food programs. The new legislation is causing some controversy in that it calls for stricter work requirements on millions of Americans receiving food stamps. The current farm bill, passed in 2014, expires Sept. 30.

Those in favor of stricter work requirements

Those in favor of stricter work requirements argue this is a common-sense revamp of SNAP. They point out the food stamp program makes up 80 percent of the farm bills spending. Supporters say the program is meant to help people get out of poverty and not enable them. House Agriculture Committee Chairman Mike Conaway said, “The farm bill also keeps faith with these families by not only maintaining SNAP benefits but by offering SNAP beneficiaries a springboard out of poverty to a good paying job, and opportunity for a better way of life for themselves and their families.”

Those against stricter work requirements

Those against stricter work requirements argue this requirement would needlessly kick people off food stamps. House Minority Leader Nancy Pelosi said, “The GOP's 'workforce requirements' are nothing but a cynical Trojan Horse to take away SNAP from millions of hungry families.” Opponents point out that the majority of people receiving food stamps are some of the hardest working people in the country and that imposing harsher work requirements will only make it that much harder for them to feed their families. Many feel this is another way of shaming those who are receiving government help because no one wants to have to rely on the government to keep their families from going hungry.
