This bill renames the Gulf of Mexico as the Gulf of America, and it provides that any reference in a law, map, regulation or other federal document to the Gulf of Mexico will be deemed a reference to the Gulf of America. Under the measure, all federal agencies would be required within 180 days of enactment to update every federal map and document to reflect the new name; this effort would be overseen by the Interior Department, acting through the U.S. Board on Geographic Names.
The Congressional Budget Office (CBO) estimates that implementing the bill would increase spending subject to appropriations by less than $500,000 over the 2025-2030 period. CBO says it could affect direct spending by some agencies that are allowed to use fees, receipts from the sale of goods, and other collections to cover operating costs (therefore pay-as-you-go procedures apply), but that those impacts likely would be insignificant. It has no impact on revenues and contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
Supporters of the bill say it will permanently affirm President Trump's vital national effort to restore pride in America's history, greatness and global influence. They argue that the Gulf has long been an indelible part of America and an asset to our nation, playing a pivotal role in shaping America's history. For decades the Gulf of America has driven economic growth, production and security for the U.S., to the benefit of neighboring countries, they note, so it's only logical that its name reflect America's role. They say that while Democrats may mock these actions this effort is not just a name change; rather, it is a point of national pride which recognizes U.S. contributions in the region and puts America first.
Opponents of the bill say it is an unserious measure that would force federal agencies currently under siege by Trump to spend precious resources to overhaul federal maps, documents and regulations to change the Gulf's name. Forcing this name change will simply result in a costly and wasteful re-branding effort that provides no public benefit, they argue, noting that polling shows 70% of Americans oppose the renaming. If anything, it is a distraction from more critical issues and is part of Trump's nationalist, anti-immigrant, anti-Mexico agenda, representing an effort to redefine historical narratives around an exclusionary vision of American identity rather than recognizing the shared history of the Gulf of Mexico.
